Ningbo Area of Zhejiang FTZ Celebrates Its First Anniversary

The date August 30, 2020 was remarkable. On that day, Ningbo officially became one of the three expanded areas of China (Zhejiang) Pilot Free Trade Zone, meaning that the city ushered in a new round of significant opportunities for opening up to the world.
In less than a year, the Ningbo Area of China (Zhejiang) Pilot Free Trade Zone has promoted 16 innovative achievements and housed 64 major investment projects, with a total investment of nearly 200 billion yuan.

Innovation with Originality Model
Recently, in Lingfeng Modern Industrial Park, Beilun District, the road framework of the core block has been completed.With more than four months to go before the planned completion date, 13 industrial projects have been settled in the park with a total investment of about 4.27 billion yuan, said He Guangli, head of the Park. Such achievements are blessed by the implementation of original innovations emergent as a result of the Ningbo Area—Industrial Community Integrated Service Mechanism.
Lingfeng Industrial Park has a total planning area of 13.4 square kilometers, of which 3.2 square kilometers are included in the Ningbo Area. In terms of industrial layout, the park focuses on the expansion of intelligent equipment and services, 5G+ industrial Internet, industrial key basic parts, and high-end auto parts, and strive to reach 100 billion yuan of new industrial output value by 2030.
The Ningbo Area—Industrial Community Integrated Service Mechanism is a major breakthrough in management. A year ago, "industrial community" was still a stranger to ordinary people in the Area, but now it is popular.
In this March, Beilun released the first provincial-level standards set forth for community-based management of and services for industrial clusters in China. In the first half of 2021 alone, the Industrial Community Integrated Service Mechanism was awarded "one of the 16 innovative pilot policies" in the Ningbo Area.
New Record of Project
Introduction and Production
New record was made in the Ningbo Area in project introduction and production.
Last year, 44 projects were introduced to the Ningbo area within 77 days after its establishment, creating an average of one project settled in less than 2 days. This year, 35 major industrial projects have been completed and put into operation in the Ningbo Area, covering high-end manufacturing, green petrochemical, integrated circuit, and automobile and parts, among others, with a total investment of 23.578 billion yuan.
The project of Ningbo Alearth New Materials Company is an epitome of the "production speed". At the end of last year, the company successfully broke through the technical bottleneck and became the first enterprise in China to develop electronic grade ultra-high purity aluminum with a purity of 99.9999%.
"The total investment of the project is 355 million yuan, and the annual sales revenue will exceed 1.5 billion yuan. We are now starting production ahead of schedule, setting the stage for the next phase of growth. This is a reflection of the free trade efficiency in the Ningbo Area." Zhang Jin, a representative of the company, said that the new products have begun to be supplied in small batches. Up to now, among 64 key projects in the Ningbo Area, 44 have been started and three of them have been completed.
Functional Positioning to
Promote Regional Development
In May this year, Ningbo unveiled a construction plan for the Ningbo Area of China (Zhejiang) Pilot Free Trade Zone.
According to the plan, the Ningbo area is positioned to become an international shipping and logistics hub, an internationally influential oil and gas resource distribution center, an innovation center for international supply chains, a global scientific innovation center for new materials, and a demonstration zone for intelligent manufacturing.
In terms of building a new international energy trade center, at present, Ningbo has issued a new international energy trade center construction plan and actively promoted the operation of digital energy and bulk commodity industry platform, among others.
The market vitality stimulated by the reforms in the Ningbo Area has also comprehensively promoted the high-quality development of the region: Ningbo has become one of the seven industrial bases of new materials in China, and is home to three of the top ten semiconductor material producers in China. Meanwhile, Ningbo's position in the global supply chain is also constantly improving.
By 2025, the city aims to build a system centered on openness and a top-tier business environment.
The plan also has several specific goals, such as achieving an annual cross-border RMB settlement amount of 200 billion yuan ($30.77 billion).
Ningbo Zhoushan Port's annual container throughput is targeted to hit 32.7 million TEUs, while the figure for its oil and gas trade should reach 431 billion yuan.
The city has also set goals of increasing its imports and exports to 2 trillion yuan and lifting the output value of new materials sector to above 500 billion yuan.
